CBI to Investigate Oxfam India for Alleged Foreign Funding Violations
Claims suggest Oxfam India continued transferring foreign funds despite legal prohibitions
The Central Bureau of Investigation (CBI) has been directed to probe Oxfam India, the Indian branch of the global non-profit organization, on accusations of violating the Foreign Funds Act. According to Ministry of Home Affairs sources, Oxfam India allegedly transferred foreign funds to multiple entities even after the enforcement of the Foreign Contribution (Regulation) Amendment Act, which prohibits such transactions.
Possible Attempts to Circumvent the FCRA
During an Income Tax department survey last year, sources claim that emails were discovered indicating Oxfam India’s plans to evade the FCRA by channeling funds through other associations or for-profit consultancies. One such entity is the think tank Centre for Policy Research, whose FCRA license was suspended by the Union Home Ministry in March of the previous year. A suspension of the FCRA license prevents an organization from receiving foreign funding.
Criticisms and Bilateral Concerns
The Indian government’s actions have been criticized by the opposition Congress party and raised by the UK in a bilateral meeting.
Alleged Fund Routing and Foreign Policy Influence
Sources allege that funds were funneled to the Centre for Policy Research through associates and employees as commission payments. The non-profit’s TDS data for the 2019-20 financial year reportedly includes a payment of ₹ 12,71,188 to the Centre for Policy Research under Section 194J.
The IT survey also purportedly revealed Oxfam India as a potential tool for foreign policy influence by organizations or entities that have generously funded the non-profit over the years.
Direct Foreign Fund Transfers
Oxfam India is accused of receiving ₹ 1.50 crore in foreign funds directly into its FC utilization account, bypassing the designated FCRA account. This is leading to CBI to Investigate Oxfam India. Oxfam’s FCRA license was suspended in January of the previous year, leading the non-profit to file a revision petition with the home ministry.
