Supreme Court Stresses Continuation of Emergency Air Pollution Measures: The Supreme Court of India has directed the continuation of Graded Response Action Plan (GRAP) IV measures to address the hazardous air quality plaguing Delhi. These stringent measures will remain in effect until December 2, with the exception of restrictions on schools and colleges, as the court seeks a balanced approach to mitigate environmental and educational impacts.

GRAP-IV Measures Extended Amid Rising Pollution

The decision came in response to the ongoing emergency-level air pollution in Delhi and its surrounding areas. A bench led by Chief Justice D.Y. Chandrachud emphasized that the measures were necessary given the city’s alarming Air Quality Index (AQI) levels, which have consistently remained in the “severe” category.

While measures like a halt on construction activities and restrictions on vehicular movement have been implemented under GRAP-IV, the court acknowledged the need to keep educational institutions operational. The bench stated that the exemption for schools and colleges aligns with the larger objective of maintaining educational continuity while ensuring public health.

Balancing Education and Public Health

The court’s decision reflects a nuanced stance on balancing environmental crises with essential societal needs. “Children’s education cannot be disrupted indefinitely. However, measures must be taken to safeguard their health during such emergencies,” observed Chief Justice Chandrachud during the hearing.

The directive also highlighted the government’s responsibility in ensuring the enforcement of GRAP measures across sectors, particularly in construction and industrial activities, which significantly contribute to air pollution.

Enforcement Challenges and Public Compliance

Despite the extension of GRAP-IV measures, enforcement remains a challenge. Officials have flagged issues such as non-compliance in construction sectors and unchecked vehicular emissions. The Supreme Court reiterated the need for strict monitoring and punitive action against violators.

Citizens have been urged to cooperate by limiting outdoor activities and using public transport where possible. Authorities have also intensified checks to curb pollution from industrial and vehicular sources.

Delhi’s Air Quality

Delhi’s air quality crisis is a recurrent challenge, exacerbated by factors such as stubble burning in neighboring states, vehicular emissions, and industrial pollutants. Environmental experts have stressed the importance of long-term measures alongside emergency actions to address the root causes of pollution.

The Centre and state governments have been asked to expedite the adoption of clean energy solutions, stricter vehicular emission standards, and effective waste management practices.

Moving Forward

While GRAP-IV measures provide immediate relief, experts argue that sustained improvements in air quality demand a comprehensive approach. This includes investment in renewable energy, afforestation projects, and enhanced public transportation infrastructure.

The Supreme Court’s intervention underscores the urgency of coordinated action across governments, industries, and citizens to combat Delhi’s recurring air pollution crisis.
