Amazon, the largest sponsor of H-1B visas, experienced a steep drop from over 11,000 approvals in 2023 to just over 7,000 this year. Similarly, Indian IT giants Infosys and Tata Consultancy Services (TCS) saw declines of approximately 20% and 1,600 approvals, respectively. Meanwhile, Meta bucked the trend with a modest increase of 400 approvals, likely reflecting its growing investments in virtual and augmented reality technologies.
Factors Driving the Decline
Economic Challenges and AI Disruption
Ajay Sharma, founder of Abhinav Immigration Services, attributes the drop to the global recession and the impact of artificial intelligence (AI). “Global economic uncertainties and AI advancements are reshaping business models, reducing demand for certain positions,” Sharma noted.
Regulatory Scrutiny and Rising Costs
Increased regulatory oversight has also played a significant role. According to Varun Singh, Managing Director at XIPHIAS Immigration, stricter compliance requirements have added hurdles for employers. “Policymakers have prioritized American workers, imposing stringent checks on H-1B applications,” Singh said. Additionally, the rise in application fees—expected to jump from $10 to $215—has discouraged smaller firms from participating.
Uncertainty of the Lottery System
The unpredictable nature of the H-1B visa lottery system has become a deterrent for employers. Piyush Gupta, Vice President at CanAm Enterprises, highlighted how the system’s unpredictability has led to a decline in internship opportunities and sponsorships for foreign students at prestigious U.S. institutions.
Remote Work Alters the Hiring Landscape
The rise of remote work has further reduced the reliance on H-1B sponsorships. Singh emphasized that technological advancements now allow companies to hire talent globally without requiring relocation. This trend offers cost-effective solutions, reducing the demand for U.S.-based employment.
EB-5 Program
With the challenges surrounding H-1B visas, high-net-worth individuals are increasingly turning to the EB-5 program. This initiative enables families to invest in the U.S. economy in exchange for residency benefits, offering a more certain path to employment and settlement.
The return of Donald Trump to the U.S. presidency could signal stricter visa policies. Singh warned of renewed efforts to prioritize American workers, which could tighten eligibility for Indian professionals and increase competition for jobs.
The Ripple Effect on Indian Workers
Indians, who constituted 72.3% of the 386,000 H-1B visas issued in 2023, are likely to bear the brunt of this decline. The technology sector, traditionally reliant on H-1B visas, will feel the impact most acutely, potentially limiting opportunities for thousands of skilled professionals.

Despite the overall decline, major companies continued to dominate H-1B sponsorships:
- Amazon: 9,265 approvals
- Infosys: 8,140 approvals
- Cognizant: 6,321 approvals
- Google: 5,364 approvals
- TCS: 5,274 approvals
- Meta: 4,844 approvals
- Microsoft: 4,725 approvals
