Patna DM Slaps Aspirant During Protest Against Alleged BPSC Paper Leak
Patna District Magistrate Chandrashekhar Singh is under scrutiny after a viral video showed him slapping a Bihar Public Service Commission (BPSC) aspirant during a protest outside the Bapu Examination Centre in Kumhrar, Patna. The protest was sparked by allegations of a question paper leak during BPSC’s 70th Integrated Combined Competitive Examination (CCE).

Protest Escalates Over Alleged Paper Leak
Nearly 400 aspirants boycotted the examination, alleging that the question paper had been leaked on social media. However, BPSC Chairman Parmar Ravi Manubhai dismissed the claims, stating that there was no evidence of a leak. He asserted that the examination proceeded without issues at over 900 centers across the state.
Manubhai alleged that some candidates had snatched question papers from invigilators and caused disruptions. “There was no leak. We have not received any complaints from other centers. Action will be taken against those fueling such rumors,” he said during a press conference.
DM’s Action Caught on Camera
The viral footage shows Chandrashekhar Singh arguing with a protester, gesturing him to leave, and then slapping him, dislodging his spectacles. Police personnel then escorted the student away. Speaking about the incident, Singh stated that his intention was not to hurt anyone but to clear a roadblock caused by protesters. He added that the disruption delayed medical assistance for an exam official who suffered a heart attack and later passed away, as well as a fainted candidate.
“In this tense situation, the jam was removed using mild force. There was no intention to hurt any candidate by slapping them,” Singh explained.
Student Grievances and Claims
Protesting students reported delays and irregularities during the examination. Some claimed they did not receive question papers or OMR sheets for over 15 minutes after the exam began. “Our room was locked, and invigilators told us to wait as question papers were being photocopied,” one aspirant alleged.
Another student from Hall No. 3 recounted that papers were distributed 45 minutes late, while others claimed invigilators threatened them when they complained about the delays.
BPSC’s Response and Investigation
Chairman Parmar Ravi Manubhai assured strict action against those disrupting the examination process. “CCTV footage is being reviewed, and the district magistrate will submit a detailed report. The commission prioritizes fairness and efficiency,” he said.
Manubhai emphasized the importance of addressing disruptions to maintain the credibility of competitive examinations. “Those spreading false rumors in a planned manner will be identified and penalized,” he added.
The incident highlights the challenges of managing large-scale examinations and the administrative pressure on officials. While Singh emphasized the administration’s commitment to candidate welfare, his actions have sparked debate on the use of force during protests.
As the investigation continues, authorities aim to restore faith in the examination system and ensure future processes are conducted without disruptions.
