The wreckage included victims thrown from their wheelchairs and even a body trapped beneath a scissor lift. Residents and visitors alike were left shaken, with many mistaking the initial sounds for fireworks before realizing the gravity of the situation.

Leading up to New Year’s celebrations, federal agencies had flagged the threat of vehicle ramming as a significant concern.
